State Department of Transportation, Caltrans District 8, On-Call On-going Construction Management Services

CLM Professional Services, Inc. currently serves as the SWPPP Inspector responsible for assisting the District and its resident engineers with compliance evaluation of District project as they relate to the Construction General Permit and Caltrans MS4 Permit, NPDES, and Environmental compliance. As part of the on-going work, CLM staff conducts Construction Compliance Evaluation Plan (CCEP) reviews for District 08, as well as attends Headquarters reviews. Review of the SWPPP submitted to the agency for use on projects. Review SWPPP and WPCPs for completeness as required by the Caltrans Storm Water Quality Handbooks and specifications prior to transmitting to Caltrans for their review and approval. Additionally, CLM serves as adviser to the Resident Engineers in San Bernardino County and Riverside County for NPDES compliance for soil stabilization and sediment controls, Notice of Discharge reporting, filling of Notices of Construction and Notices of completed Construction as well as Annual Reports.

The City of Moreno Valley, SR60/Nason Street Overcrossing Improvements

The SR-60/Nason Overcrossing project consisted of the replacement of an existing 2-lane bridge over the SR60 freeway in Moreno Valley with a wider, higher 5-lane bridge. In addition to replacing the bridge, improvements included raising and widening Nason Street to meet the new bridge grade, adjusting the ramp and Nason Street intersections to meet the new grade, adding street lights and sidewalks along both sides of Nason Street, adding a soundwall along Elder Street, and related improvements. This project was completed in July 2014 at a cost of $18.1 million. The project was completed by the City of Moreno Valley with a portion of the project being funded by the State Department of Transportation (Caltrans). CLM Professional Services, Inc. served as the SWPPP consultant (QSP/QSD) as a subconsultant to Falcon Engineering, Inc. Responsibilities included: development of SWPPP, QSP Oversight including weekly inspections and post-storm site review, continual inspections during extended rain events, review of inspections completed by Contractor, BMP observations and recommendations, and review of monitoring reports.

The City of Moreno Valley, SR60/Moreno Beach Drive Interchange Improvements

The SR-60/Moreno Beach Drive Interchange project consisted of the reconfiguration of the two eastbound ramps (on- and off-ramps) to SR-60, the addition of an eastbound auxiliary lane, connection of Eucalyptus Avenue (west leg) to Moreno Beach Drive, addition of a traffic signal at the eastbound ramps/Moreno Beach Drive intersection, associated utility relocations, and improvements. The Phase 1 improvements (of the ultimate interchange improvements) were completed at a cost of $11 million. This was a State Department of Transportation (Caltrans) oversight project. CLM Professional Services, Inc. served as the SWPPP consultant (QSP/QSD) as a subconsultant to Falcon Engineering, Inc. Responsibilities included: development of SWPPP, QSP Oversight including weekly inspections and post-storm site review, continual inspections during extended rain events, review of inspections completed by Contractor, BMP observations and recommendations, and review of monitoring reports.

San Bernardino Associated Government, I-10/Citrus Interchange Improvements

The I-10/Citrus Interchange improvements involve the construction of new ramps, loop on ramps, realignment and widening of existing ramps, realignment of existing channels, multi-cell box culverts, trapezoidal and rectangular channels, signalized intersections, and local street improvements. The construction of complex retaining wall systems to support new ramp alignment and widening as well as utility (including storm and sewer drain systems) were also completed. The project cost was $49.7 million. CLM Professional Services, Inc. served as the SWPPP consultant (QSP/QSD) to Falcon Engineering. Responsibilities included: development of SWPPP, QSP Oversight including weekly inspections and post-storm site review, continual inspections during extended rain events, review of inspections completed by Contractor, BMP observations and recommendations, and review of monitoring reports.

Orange County Sanitation District  - Storm Water Program Audit

CLM was awarded the Orange County Sanitation District’s (OCSD) Storm Water Program Audit project as a subconsultant in the Fall of 2014.  OCSD operates the third largest waster water agency west of the Mississippi.  They treat approximately 210 million gallons of wastewater each day.  Alongside the prime consultant, CLM was responsible for executing a storm water audit to assess the effectiveness of OCSD’s On-Site and Construction Storm Water programs.   CLM’s inspections and subsequent findings were compiled into a final audit report that included not only the inspection reports but also interviews and comments from OCSD personnel.  This project was completed in January 2015.

Caltrans Construction Compliance Assistance

CLM serves as a subconsultant for to Caltrans for field compliance monitoring for specific construction projects that fall within the requirements of the NPDES Construction General Permit, Clatrans Statewide NPDES Permit, and Stormwater Management Plan. CLM inspection responsibilities include monitoring and evaluating compliance, analyzing data, reviewing Best Management Practices (BMPs), office and field file audits, and providing reports and feedback to Caltrans staff. This is an on-going contract with Caltrans.

Caltrans District 8 Construction Engineering and Construction Inspection Support Services (On-Call)

CLM is an on-call subconsultant for Caltrans District 8 for Construction Engineering and Inspection Support.  This position supports construction projects in Riverside and San Bernardino. Support services provided by CLM include storm water pollution prevention program (SWPPP) inspections. This is an on-going contract with Caltrans.
